Agreements from APPO's November 3rd Plenary Meeting

Agreements from the Plenary meeting of November 3, 2006.

CONSENSUS:

1. The APPO declares the battle with the Federal Preventative Police (PFP) on November 2nd, a political triumph for the people of Oaxaca.

2. The demand that Ulises Ruiz Ortiz (URO) step down will not be renounced nor is it negotiable.

3. Dialogue with the Federal Government will begin again as soon as conditions exist to establish it: freedom for all political prisoners, the presentation of all of those who have been disappeared, a stop to the detentions and torture, immediate cancellation of all arrest warrants, immediate withdrawl of the roadblocks throughout the state, detention of paramilitaries, a stop to the threats against Radio Universidad, respect for University Autonomy, and the immediate withdrawl of the PFP from Oaxaca.

TASKS:

-Strengthen the APPO's Congress, which will take place from the 10th until the 12th of November
-Take up the political offensive in the popular mobilizations.
-Continue strengthening the 'sensibility' campaign towards elements of the PFP.
-Call for a statewide civic strike
-Continue calling for the disappearance of powers in the state of Oaxaca
-Protect and improve the signal from Radio Universidad and search for alternative radio possibilities
-Strengthen the permanant blockade in the plaza of Santo Domingo
-Continue building regional actions and the construction of the APPO in all parts of the state. Continue strengthening the internal organization of the APPO
-Establish conctact with the caravans that are coming from various parts of the country to establish tasks.
-Convene a meeting with the families of political prisoners and those who have been disappeared to denounce these repressions before the media.
-Continue building the National Assembly of the People of Mexico and linking with other projects of unity.
-Continue consolidating the diplomatic front which will help strengthen our movement and the advance of our central demands.
-Strengthen the movement for the next stage: regional actions, highway blockades, and the taking of local councils.
-Continue coordination with the teacher's union and urge that together we elaborate one plan of action.
-Seek the appropriate mechanisms to transmit information to the bases
-Send out an SOS for national and international solidarity to end the repression
-Begin dialogue with civil society
-Begin national and international mobilizations to cover our movement.
-Begin work politicizing the bases.
-Immediately begin meeting with bases by an orientation document.
-Begin visiting the barricades for information and meetings.
-Convene provisional committees from the barricades and incorporate them into the APPO's plenary council.

PRONOUNCEMENTS:

We denounce the businesses Chedrahui, Tubos y Conexiones, Gugar, as well as the businessmen Luis Fernández de Campo, Neftali García, Fedy Alcántara and all business men and women who have collaborated with the occupation forces.
